Who Is LSI?
Lone Star Infrastructure is a consortium of engineering and construction firms with world-wide experience specifically organized to deliver SH 130. Organized as a joint venture between Fluor Corporation, Balfour Beatty Construction and T.J. Lambrecht Co., the LSI team includes more than a dozen firms who are leaders in their fields of design engineering, utility relocation, public outreach and environmental planning, all of whom are committed to the successful completion of SH 130.

Fluor Corporation - - Fluor is one of the world's largest publicly owned engineering, construction and maintenance services organizations. Over the past century, Fluor, through its operating subsidiaries, has become a trusted global business leader by providing exceptional expertise and technical knowledge across every phase of a project's development. Consistently rated as one of the world's safest contractors, Fluor's primary objective is to develop, execute, and maintain capital projects on schedule, within budget, and with operational excellence. This commitment to excellence and project schedule and budget was evident in Fluor's recent completion of the Conway Bypass, South Carolina's first major public-private partnership in which Fluor served as the lead developer for this 28.5 mile controlled access highway. The project was completed ahead of schedule and under budget. In addition to SH 130, Fluor is the lead developer on the Route 895 Pocahontas Parkway in Virginia, the E-470 Tollway in Colorado and the Foothill Transportation Corridor in Southern California.
Engineering News-Record (ENR) magazine consistently ranks Fluor Corporation among the top three on "The Top Design-Build Firms" list and "The Top 400 Contractors" list and Fortune recently named Fluor the No. 1 engineering and construction company in its annual listing of the world's most admired companies.
Fluor's presence in Texas dates back to 1947 and the company employs more than 5,500 Texans in the petrochemical, microelectronics and energy industries.
Balfour Beatty Construction - As the nation's 7th largest transportation contractor, Balfour Beatty brings its national reputation and international experience to the successful development of SH 130. Balfour Beatty has a number of Texas projects underway, and has successfully completed seven segments of the President George Bush Turnpike in Dallas.
T.J. Lambrecht - T.J. Lambrecht is a privately owned, full-service construction company specializing in large-scale site development projects. Based in Illinois and with an office in Dallas, T.J. Lambrecht Construction is currently working reconstruction of U.S. 287 in Ellis County, Texas, as well as interchange reconstruction on highways 45 and 80 in Orland Park, Ill., the company has complete turnkey capability in a large geographical area incorporating most aspects of construction, with particular expertise in site development and waste-handling projects.
Although the company is known for its site development expertise, for more than 50 years the Lambrecht family has done "a lot more than move dirt." With a large fleet of trucks, scrapers and bulldozers, the company prides itself in its ability to move quickly to get the job done on time and under budget. It has experience in developing sites for highways, industrial plants, airports, shopping centers, residential areas and landfills.

Edelman - SH 130 serves a dynamic and varied community throughout Central Texas. To maintain a high-level of interaction with these communities, LSI has selected Edelman, the world's largest privately owned communications firm dedicated to the practice of public relations, to oversee public information and outreach for SH 130. Edelman is committed to facilitating on-going communications between the communities who will be served by SH 130 and the men and women who are working to build SH 130. LSI Design Team
DMJM+HARRIS - an AECOM Company, leads the design team of SH 130. AECOM is #1 in transportation and engineering in the Engineering News-Record's lists of leading highway, mass transit/light rail and marine engineering firms. With over 2,200 engineers, construction specialists and other professionals strategically deployed in offices around the world, DMJM+HARRIS is equipped to meet the most demanding and complex requirements. In addition to road and bridge design capabilities, DMJM+HARRIS has vast experience in light rail and transit system design, ensuring its design contributions make the proper allowances toward maintaining the multi-modal character of SH 130.
S&B Infrastructure, Ltd. (S&B) - is a full service engineering firm providing transportation, municipal, federal and telecommunications services primarily to public sector clients. S&B understands the complex responsibility of its transportation clients - to balance the need to improve the overall flow of traffic, minimize disruptions to motorists and the environment, all within a reasonable budget. Owned and managed by engineers, S&B rises to this challenge and delivers planning, design and construction services that integrate unique design solutions with fiscal and environmental concerns and realities. S&B is currently providing roadway, drainage, traffic and structural design services as part of the LSI SH 130 project team.
P.E. Structural Consultants, Inc. - An Austin-based consulting firm specializing in the structural design and architectural engineering of bridges and buildings, P.E. Structural adds a diverse team of highly qualified design engineers and specialists to the LSI Design Team to provide structural and aesthetic design for bridges and toll plaza facilities. With a reputation for innovative, high-quality and aesthetically pleasing work, and a long history of service to TxDOT, this growing firm is committed to working hard to help ensure the success of SH 130.
CTL/Thompson - is a full service geotechnical, environmental and materials engineering firm with over 30 years of experience and expertise. With a staff of over 280 professionals, CTL is a company of specialists providing practical, innovative solutions to design and construction problems. CTL/Thompson Texas, LLC, a regional leader in geotechnical, environmental and materials engineering in Texas, will execute pavement design and materials engineering for SH 130.
Dr. Dan Zollinger, Ph. D. - is an Associate Professor in Materials Engineering at Texas A&M specializing in pavement design, behavior and performance, material properties of concrete, and fracture and damage mechanics. He will provide consulting services for SH 130.
Dr. Dallas Little, Ph. D. - is the Snead Chair Professor and Division Head of Materials Engineering at Texas A&M specializing in material science, asphalt technology, pavement design, soil stabilization and fracture mechanics. He will provide consulting services for SH 130.
PSI - is an industry leading consulting engineer and testing firm with 150 offices throughout the US. PSI is a distinguished provider of geotechnical engineering, construction materials testing, and environmental consulting services. PSI will be responsible for geotechnical engineering for all of the bridges and structures on the SH 130 project.
UNINTECH Consulting Engineers, Inc. - is a San Antonio based engineering firm that provides structural, civil, and surveying consulting services to a wide variety of public and private sector clients. Areas of expertise include designing steel, prestressed, and conventional concrete in highway bridges and earth retaining structures. UNINTECH is known for its practical, cost-effective and innovative solutions. UNINTECH is currently providing highly experienced bridge engineers and CAD designers for bridges and retaining walls design as part of the LSI SH 130 project team.
Yvonne Newman Engineering, Inc. - is a civil engineering firm specializing in traffic engineering, including signals, illumination, signing and pavement marking. YNE also provides engineering services for hydraulics and hydrology. YNE is a certified DBE and HUB firm, and is currently subcontracting with DMJM+HARRIS.
Turner Collie & Braden Inc. (TC&B) - a subsidiary of AECOM Technology Corporation, is a Texas-based engineering firm with major practice areas in public works infrastructure, transportation planning and design, land development, and water resources and environmental planning. Established in 1946, TC&B employs 568 people nationally. TC&B maintains offices throughout Texas and Colorado. TC&B's contributions thus far as part of the LSI SH 130 project team include rail schematic design, roadway, drainage, structural design and quality control services.
Menon Consortium Inc. - is a multi faceted engineering firm headquartered in Houston, with offices in Bangalore, Hyderabad and Cochin, India. The Menon Consortium provides services in transportation facility planning and design, highway, pavement, airport and general civil engineering, project, program and construction management, GIS, CADD and software engineering and development. The success and growth of the Menon Consortium reflects our dedication to providing quality and timely solutions. The Menon Consortium is currently providing roadway design services to DMJM+HARRIS as part of the SH 130 project team. They also provide program management services on the Katy Freeway Reconstruction Program.
LSI Right of Way Team
O.R. Colan & Associates - work on behalf of the Texas Department of Transportation to acquire necessary property to construct SH 130.
O.R. Colan & Associates is the nation's oldest firm specializing exclusively in land acquisition, relocation and program management for public works projects such as highways and airports. In addition to program management, O.R. Colan & Associates provides comprehensive training in compliance with federal laws guiding relocation and acquisition. O.R. Colan & Associates was recognized by the Federal Highway Administration when it selected the firm to develop both appraisal and relocation courses for state and federal personnel.
Austin-based Southwest Strategies Group has been actively involved in the design and implementation of public agency acquisition and relocation programs in Central Texas for the last 12 years. By combining the national experience of O.R. Colan & Associates with the local understanding of Southwest Strategies, the Lone Star Infrastructure right of way acquisition team is intended to provide comprehensive services to those affected by the construction of this much needed highway.
Macias & Associates - One of Central Texas' leading surveying and mapping firms, Macias & Associates brings over 30 years of professional expertise in topographic, boundary, construction, photogrammetry and Global Positioning System services. In addition to providing quality and innovative services, Macias & Associates uses cutting edge software, hardware and electronic measuring equipment to offer their clients the best services available. They have worked on numerous highly publicized projects including the Bob Bullock Museum, the State Capital Improvements Project, the Austin Convention Center, the Austin-Bergstrom International Airport, and will continue their commitment to quality for SH 130 and the Texas Department of Transportation. Hicks & Company - Austin based Hicks & Company brings more than 30 professional biologists, archeologists, social scientists, planners and cartographers to the LSI team. In addition to firsthand knowledge of the environmental permitting process, Hicks & Company offers a broad range of environmental management and planning services. Every LSI team member receives training through our Environmental Protection Program and Hicks ensures the team's commitment to environmental quality remains high.
LSI Utilities Relocation
TBE Group - TBE is a recognized leader in Subsurface Utility Engineering and Utility Coordination/Design. During the project's development, TBE is committed to minimizing the need for utility relocation and eliminating disruptions in utility services while maintaining the integrity of utility owners and designs.
Independent Design Quality Assurance
Bridgefarmer & Associates - is a Dallas based consulting engineering firm providing quality assurance for the design process on SH 130 and serves as an integral part of the overall development process for the project. Bridgefarmer being the independent design QA firm on the project, will oversee and review the quality control process of the design staff. Bridgefarmer is uniquely qualified and is a recognized leader in providing innovation to transportation and civil engineering systems. They have been awarded numerous State and National prestigious awards for excellence and pace-setting designs of projects like Panama Canal Railway reconstruction, President George Bush Turnpike for North Texas Turnpike Authority (NTTA) in Dallas Texas and North Central Expressway Improvements (US75) in Dallas. OTHON - A part of the Bridgefarmer team, OTHON is a consulting engineering firm specializing in civil engineering, structural engineering, transportation engineering, environmental/ecological studies, and construction management. Headquartered in Houston, the firm provides professional engineering and utility services to municipalities, governmental entities, private industry, and other engineering firms, statewide.
Atkins-Benham - is a comprehensive Architectural, Engineering, Design Build and Operations/Maintenance Firm. Companion capabilities include Environmental Engineering, Advanced Communications Systems, Systems Integration, Project Management & Controls, and Project Development. Atkins-Benham will support signalization and traffic control for the design quality assurance team.
Landtech Consultants - a part of Bridgefarmer team on SH130, Landtech was established in 1985, and is a civil engineering and land surveying firm involved in reviewing Survey services on this project by offering accurate services complimented by the latest in computer software and precision surveying equipments. Landtech furnishes the level of commitment essential to a successful project development and is committed to do that on SH 130.

Raba Kistner Infrastructure, Inc. - Raba Kistner Infrastructure of San Antonio will serve as the construction quality assurance firm during the construction of SH 130, monitoring environmental compliance and performing construction inspections and materials testing throughout the construction process. This ENR Top 500 Texas-based firm is among the nation's leaders in geotechnical, environmental and construction materials engineering.

Austin Bridge & Road - One of three Austin Industries operating companies, Austin Bridge & Road is a leading producer of concrete paving, and has built landmark structures in the southwestern U.
